Overview of Gold Coast Primary Health Network (PHN)
The Gold Coast Primary Health Network (GCPHN) is an independent, not-for-profit organisation funded by the Australian Government’s Department of Health and Aged Care working to build healthy connected and resilient communities on the Gold Coast. Established in July 2015, the GCPHN is one of 31 Primary Health Networks focused on identifying the health needs of local communities and provide funding to improve primary health services, keeping well and out of hospital.
The GCPHN plays a key role in improving local health services by:
- Identifying health needs of residents and service issues within the local system.
- Designing solutions and establishing new health services to meet those needs.
- Funding organisations to provide local health services, including mental health, primary care, aged care, and more.
- Supporting health professionals and general practices to improve patient care quality.
- Working closely with public, private, and non-government organisations to enhance primary healthcare services.
GCPHN is building ‘one world class health system for the Gold Coast’ and takes a collaborative approach with consumers and the broader community. To achieve this goal, the team works closely with diverse groups, sharing knowledge and skills to improve the efficiency and effectiveness of the primary care system to meet local need. Key stakeholders include the Gold Coast City Council, Gold Coast Health/Hospital and Health Service, General Practice/Primary Care, health and community service providers.

Current situation
With a procurement spend of $23M annually, around 60 contracts currently under management and a staff of more than 50 FTE, the GCPHN have established strong and enduring partnerships with a multitude of diverse stakeholder groups on the Gold Coast.
Recognised as one of the best performing PHN’s nationally, with a strong reputation for transparency and professionalism within the sector, there exists a culture and drive for health system improvement and responsive service provision.
As part of this vision the opportunity exists to bolster the capability and effectiveness of what is already a well-functioning procurement department within the organisation.
Experiencing significant growth, both organic and strategic, a new position has been created for a Procurement and Contracts expert to further develop and enhance the procurement of services and programs by the GCPHN with a view to shaping, guiding and implementing best practice procurement and contracting approaches into the future.

About the role
This is a leadership position for the procurement operation at the GCPHN, ensuring procurement advice and support, across the organisation procurement activities, meets best practice procurement policies and standards.
As an experienced leader you will have worked with a variety of stakeholders, both internal and external, fostering an environment of trust and integrity. You lead your team in a supportive environment empowering them to grow and develop, happy to take on the role of mentor.
Seventy percent (70%) of GCPHN’S annual spend is on health and human services through non-government agencies and private organisations. This procurement and contract expert is well versed in procurement approaches involving the community services sector.
Understanding what it means to approach procurement from a co design, direct or competitive process is essential for the success of this position. Experience in coaching and supporting team members to meet agreed performance benchmarks.
Formal qualifications in procurement and project management along with contract development and contract management skills are highly desirable. As a seasoned Project Manager, you will have worked on all stages of a project lifecycle from inception to implementation, review, and appraisal. You are adept at working in an Agile environment.
Legal credentials are highly desirable along with previous experience in a procurement environment within the Government, Health, Human Services or Community sectors.
This is a pivotal position within the organisation and requires a high level of integrity and transparency. You are confident to set the standard and have robust conversations clearly focused on the mission, values and strategic direction of the GCPHN. Accountability and compliance feature strongly in your approach.

Demonstrated experience with strategy and analysis, you have worked in complex environments developing frameworks and standards that are adaptable to emerging issues.
You are results driven and refine systems and processes through ongoing review and analysis. A problem solver you use expert knowledge, data analysis, consultation and research to make recommendations and inform key decisions. You are open to innovative solutions that make best use of the resources available.
At home in the contracts, procurement and commissioning space, you are extremely detailed and have a refined eye for legislation interpretation and the ability to clearly communicate and articulate information in a clear and concise manner to a variety of audiences.
You also bring a strong understanding of financials’ and have worked closely with financial heads to determine the procurement needs for all new investments and to develop procurement plans aligned with funding agreements, deliverables, organisational strategies and allocated budgets.

What we are looking for
- Minimum 5 years’ experience in the developing, implementing and maintaining robust procurement lifecycles, manuals, and procurement systems across the health and human services sector
- Demonstrated understanding, knowledge, and experiences in implementing a range of market and procurement approaches.
- Demonstrated experience in the development, implementation and evaluation of quality improvement projects using a range of quality improvement methodologies.
- Demonstrated ability to effectively consult, negotiate, influence and work collaboratively with a broad range of stakeholders to achieve constant improvement in effectiveness and efficiency.
- Sound knowledge of change management principles and related practices and procedures and demonstrated experience in change management.
- Well-developed communication skills both written and verbal, including sound experience in the preparation of reports, briefs, and educational materials.
- Demonstrated ability to achieve results in an environment of ongoing organisational change, to ensure the delivery of high-quality outcomes.

Highly desirable
- Relevant academic qualification and/or membership of professional procurement body
- Knowledge and experience of working within procurement across government, non-government sectors and systems such as Commissioning, Quality and Accreditation, Project Management, Corporate/Clinical Governance systems, reporting and operational risk management frameworks.
- Knowledge of Microsoft 365 software (including SharePoint is preferred but not essential)
- Knowledge of Folio Contract Management module is beneficial but not essential.
- Experience of system implementation change management is beneficial but not essential.
